Ms. Winnie Ho, JP
Secretary for Housing | Housing Bureau
Ms. Ho is appointed the Secretary for Housing on 1 July 2022. Ms Ho joined the Government as Architect in 1992 and was promoted to Chief Architect in 2009, and to Government Architect in 2012. She was appointed the Director of Architectural Services in 2020. Apart from serving in the Architectural Services Department, Ms Ho had been posted to work as the Deputy Head of Energizing Kowloon East Office under the Development Bureau. During the out-break of COVID-19 in 2020 to 2022, she has actively participated in the construction of quarantine facilities, temporary hospitals and community isolation facilities at Penny's Bay, Kai Tak and many other locations by adoption of Modular Integrated Construction method.
Ms Ho graduated from the Faculty of Architecture of The University of Hong Kong. She also attended the Advanced Management Program of INSEAD in France. She is a fellow of the Hong Kong Institute of Architects, a Registered Architect, a fellow of the Hong Kong Institution of Engineers, an honorary fellow of the Hong Kong Institute of Building Information Modelling, an honorary fellow of the Hong Kong Institute of Project Management and an honorary member of the Hong Kong Institute of Urban Design.

Ir Raymond Poon
Director of Electrical & Mechanical Services at EMSD
Ir Raymond Poon is Director of the Electrical and Mechanical Services Department (EMSD) of the Hong Kong Government. In this role, he oversees engineering services for more than 100 government departments and public organisations, while also leading the enforcement of legislation related to electrical, gas, railway, and other mechanical installations to ensure public safety. He is also responsible for promoting energy efficiency, conservation, and the adoption of renewable energy across Hong Kong.
Ir Poon has over 30 years of government experience in engineering services, project management, business development, and regulatory enforcement. He is a Fellow of the Hong Kong Institution of Engineers and holds a Bachelor of Engineering in Electrical and Electronics Engineering, a Master of Science in Environmental Management from the University of Hong Kong, and an Executive MBA from the Chinese University of Hong Kong.
Dr. James Wong
Chairperson of the Property Management Services Authority (PMSA)
Under the leadership of Dr James Kong-tin WONG, Chairperson of the Property Management Services Authority (PMSA), the 3-year property management industry licensing regime transitional period ended smoothly in August 2023, marking a new era of the property management industry in Hong Kong whereby all relevant property management companies and practitioners have to be licensed. Within his term, Dr WONG will continue to lead the PMSA to adopt the three-pronged approach of “regulating by licensing”, “setting professional standards” and “pursuing continuous learning” so as to enhance the status and service standard of the property management industry, driving its advancement towards enhanced quality and professionalism.
Dr WONG serves on numerous statutory and advisory bodies and holds multiple professional appointments. He also holds bachelor’s, master’s and doctoral degrees in laws, and has nearly 30 years of practical experience in legal matters concerning cross-border investment in Greater China, electronic commerce, corporate governance, arbitration and mediation, media and public administration, etc.

Mr. Alan Siu
Chief Executive Officer of the Property Management Services Authority (PMSA)
Mr. Alan SIU Yu Bun is currently the Chief Executive Officer of the Property Management Services Authority. He has served in the civil service for 36 years in various bureaux and departments, including the City and New Territories Administration, Transport Branch, Television and Entertainment Licensing Authority, Finance Branch, Information Technology and Broadcasting Bureau, Leisure and Cultural Services Department and Home Affairs Bureau.
He was Deputy Secretary for Commerce and Economic Development (Communications and Technology) from 2007 to 2011 and Government Property Administrator until 2015. Before joining the PMSA, Mr SIU was the Director of Administration and Development of the Department of Justice from 2015 to 2019.
